Old Business

1. Progress report on the CD
Tim Onnen reports on 4-10-01 -This project has seen more set-backs. It was still on time to be done by Easter until the latest problem. Two of the five master disks would not copy completely with the equipment in Nashville. So those two masters just arrived back here in Branson today and the Engineer of the project to trying to figure out the problem. (These are not the original DAT tapes - those are fine - it's the master copy made from the DAT tapes.) Anyway, now it will be about two more weeks, and if all goes well with a second try at copying we should have the finished product in about 3 weeks.
5.  Observation of the 30th Anniversary
Nancy Schlote is putting together a photo album of some of the earlier years. An invitation has been extended to Alumni to stop by summer training if they are in the Oklahoma City area from July 10-16. The invitation is on the Alumni Corner page of the web. Long time director and Board member Pastor John Moyer will be the speaker for the closing celebration.

7. Travel Team to Germany
Anneliese Ploetz is currently an exchange student in Finland. She is eager to serve on the team to Germany. She has already made arrangements to miss her high school graduation if necessary. Pastor Baumgarn also reports that he has some ambassador youth interested in serving. Pam Rudick is also considering serving on the team.

New Business

A. Extending Call to Mr. Dan Barz
Dan Barz comments:
I talked to President Hoesman (Michigan District President) He said that as a rostered worker I should be Called, but any Call even for part-time would put me back on the active roster. I am just sending this to you but could send it to the entire Board

Pastor Tom Moyer comments:
I would like to see the board extend a call to Dan Barz to serve as the full time Assistant. I feel that he has shown great dedication and a good work ethic in the almost 6 months that he has served part time. While our surplus funds have been declining due to expenses being greater than income I feel that this is the time to push toward our goal and see how God will provide for the future. Our cushion right now should be able to make up the difference for the next year and a half to two years. If two full time workers don't generate additional income then we are always flexible enough to make adjustments in the future.
     Both Ed Allen and Pastor McIntyre are not currently tied down to regular employment. They have both been a great help in lining up the stops for their respective travel teams. Orval Peters has also shared that his job situation may allow him to volunteer more fully as a regional director. I would like us to employ as many volunteers as possible as well as putting Dan on full time.
     Dan has indicated that his salary requirements for full time service would be $30,000 base pay plus benefits. I feel that his salary expectations are fairly aligned with my salary as Executive Director and are below what his education and experience could expect. Please take time to pray and consider this suggestion so that we can come to a decision that will be mutually beneficial to Dan and to the ministry of OAFC.

B. Future and Format of the Crier

C.  Leadership Manuals
On my retreat I had the opportunity to review the current manual and to make notes to revise. Dan has put the contents on a CD so that it will be easier to update. I plan to have binders similar to the scorebook binders with sections that can be easily updated. Update pages will be sent out ASAP after the January meeting each year.
Divorce Question - The current manual still has several places where it refers to lead directors must not be divorced or drink or smoke in front of the youth. I don't know if it has ever been changed in the minutes. Pastor Ruhlig's understanding and practice has been that if the divorced person is in good standing with their home congregation then they are eligible to serve.
D.  Director Concerns
1. McIntyre - Pastor McIntyre had some concerns about follow up Bible studies that are in the youth manual and sending a team to Germany. I assured him that the Bible studies were included by Pastor Ruhlig to provide a resource for youth to use in witnessing to friends rather than introducing and involving youth in a formal follow-up. I also assured him that the team would be hosted by Deaconess Intern Kim Bueltmann and led by former Executive Director Pastor David Bueltmann. The team will be hosted by the SELK congregations that are in fellowship with us rather than the liberal state church.
2. Steve Clark - Steve had concerns about the lack of male leadership at some weekends and some confusion about children of adult leaders attending. His concerns were included in an earlier email that was sent out to the board.
E. Promotional video
Mr. Phil Grimpo is on the staff at Christ Lutheran Church in Lincoln, Nebraska. He is a web designer who has done lot of work for LCMS congregations. He also has great expertise in producing videos. I had the opportunity to meet him while at the weekend in February and discussed the possibility of producing a promotional video for OAFC. He has given me the following quote on producing a 15 minute video. He and an assistant would come to Summer training for Friday and Saturday and would film several of the teams and activities and focus especially on one team. The purpose of the video would be to capture how hesitant youth warm up to be eager participants in OAFC as they are trained to tell others the good news about Jesus. We would write the script and provide the narration. His cost for travel, filming, editing and digitizing would be $5760. He is willing to discount that price by 30% to $4582.

I have also talked to Pastor Jim Likens who manages the studio at the synodical headquarters. He does good quality work as well but would not be available at the time of summer training due to his covering of the Synodical convention. He might be able to visit a St. Louis weekend and produce a similar video.

I will also plan to visit my neighbor across the street, Beatty Televisual. David Beatty is a member of Our Saviors and helped to produce some of our earlier videos.

F. Increasing the Price of the CD

Tim Onnen recommends increasing the price to $25 to help cover the increased expense. He tells me that the CD copyrights do not work the same as the scorebook and songbook. The copyright costs are based on the number produced rather than the selling price.
G. Application for Grants
We have the opportunity to apply for the AAL Innovations Grant. The deadline is June 30th The grant limit is $20,000. I would like direction from the board:
1. Promotional video
2. Travel Team to Germany
3. Other

Also Lutheran Brotherhood has a program called Simply Giving that is an automated giving program. Supporters can choose to make a donation by having a monthly bank draft automatically transfer their gift. It is a free service of LB. They pay all transaction fees. I support a child through Compassion in this way. Would you like me to look into it further?

H. Relations with Finland
Anneliese Ploetz is an ambassador from NY who is an exchange student in Finland. She has been eagerly talking to youth, youth leaders and pastors about OAFC. Although she was frustrated by the initial reaction she has been very persistent and has overcome language barriers. She sent out a number of letters to area Lutheran churches and has gotten a response. I have encouraged her to let others know about the impact that OAFC has made on her and to freely share our materials. She has recently been meeting with a conservative pastor who has been interested. My reply to her recent letter is below.
Hi Anneliese,
Glad to hear that some are responding positively to your introduction of OAFC. I will be informing the board of the neat groundbreaking work that you are doing and asking them what our relationship and involvement with an overseas group should be. Because of fellowship issues I don't think we can do more than provide information, instruction, and encouragement. They would be welcome to use any and all of the materials that we have available but they would be a separate entity. We wouldn't expect them to send any financial support. Any offerings they would take would be kept by them for their local use. Those are my thoughts. I'll be able to tell you the board's response after the 22nd of this month.
I. Spouse Proposal
Being absent an average of one week a month and additional time for summer travel team is a difficult adjustment for the wives of the Executive Director and the Assistant. I would like to see $250-500 being allocated each year to pay for a spouse to attend one or two events throughout the year. Below is the correspondence between Dan and myself that initiated this proposal.
I would like to have you attend the Evangelism Conf. if possible but you know best what balance is needed for your family. It would be great if Ann could attend with you but any additional cost would have to be your own. I'm uncomfortable making that decision without input from the board but it would be good to bring that up for the next board agenda for the future. I think they would be willing to approve a certain amount of money or a specified number of trips per year for spouses to attend some events. Being absent an average of one week a month (and 40 days this coming summer) is the hardest part for Gwen as well. I think the board will feel it is a good investment to give our spouse the chance to share a part of our ministry rather than allowing the ministry of OAFC to keep us apart from our first commitment. I'll write up a proposal for the April agenda. The positive side of the ministry is that you and I have the opportunity to work alongside our sons and daughters and watch them grow in faith and confidence.
J. Summer Training Speakers for 2002
Since the location has been set for ST 2002 it would be nice to start thinking about lining up the speakers. As the host pastor I have asked Pastor Baumgarn to list some possible keynote speakers.
