The Chairman, Rev. Smith, called the meeting to order at 8:06 p.m. CST

Rev. Dan Smith shared an opening devotion to begin the meeting.  The Epistle lesson for today was the basis of the devotion. Rev. Smith said that we should not be timid about the Gospel, but without fear use our talents to witness to Christ.  

REPORTS
The Board reviewed the Minutes from the July meeting. The minutes were approved and not comments were given.

Rev. Ruhlig shared the Treasurer’s report with the Board.  He called attention to income being counted twice, but this is balanced under reimbursements within the listing of expenses. The Thrivent contributions listed show only what has been accumulated so far. Not all the individuals have reached their maximum giving amount.

Parker made a motion to accept the Treasurer’s, and Irene seconded the motion. Motion carried.  

Rev. Moyer shared his Executive Director’s Report with the Board verbally. He informed everyone that the grant he requested from the Southern Illinois District for the publication of more songbooks was denied. Rev. Moyer also shared that his son, Jon Moyer led a weekend with eight kids from Mequon and many people had sent in good word about Jon’s leadership.

Dan Barz shared his report with the Board. The Ablaze total so far is 875, this is without total from one of the travel teams. OAFC’s involvement with Ablaze, the LC-MS’s new mission program, merely allows us another way to report something we have already been doing. A New Years Gathering has been scheduled at Fort Wayne Seminary for December 29-January 1 at a cost of $20. Reformation cards will be available on the OAFC website, and could be given out with treats for Halloween. Dan Barz also shared that most of the coordinators are in place for Summer Training. Eight churches are already scheduled to host teams. Dan shared an idea for a possible Summer Training theme, Jeremiah 1:5; “Before you were born I knew you”. Dan continued to share more about Ablaze. Individuals can notate personal Ablaze visits from outside of OAFC on the weekend report, or go online to the Board of Missions to report personal Ablaze visits. There is a specific spot for Ablaze totals on the weekend sheet. 

OLD BUSINESS
Publication of the OAFC scorebook has been postponed. There are still 150 copies available, enough for another year.

Growing OAFC…

  • Irene reported that Rev. Loeschen, Daniel Loeschen, Jared Greene, and herself presented at the Iowa District West Jr. High Youth Gathering and were invited back for the Sr. youth Gathering.
  •  Micah Wildauer had shared to members of the Board good results of the Travel Team that went to Tennessee. The members of the congregation where Micah is serving as vicar were very excited about OAFC and the whole congregation took part in the weekend.
  • The Herzberg family moved from Kentucky to Iowa. Martin Herzberg is reported to be excited to get OAFC going in their area. Martin has also been communicating with the OAFC group at Seward.
  • Ben reported that Cheyenne weekend went well. Many young kids from the area attended the weekend.
  • Rev. Moyer reported that Schwans has given a grant to OAFC for a weekend in California.  He has been in contact with Rev. Frank Cowlyack and connected with Brian Krohe and Elliott Lutz, who are both OAFC members in California.
  • Irene shared that their was interest in North Dakota to have OAFC weekends

NEW BUSINESS
Rev. Ruhlig brought forward five financial items that needed to be approved by the Board. Irene made a motion to keep Dan Barz’s housing allowance at 50% and increase his salary by 5%. Katie seconded. The motion was amended to include giving Rev. Moyer the same stipend in 2005 as in 2004, continuing Rev. Ruhlig’s healthcare, and reappointing Rev. Ruhlig as business manager and treasurer with the business office in Rev. Ruhlig’s basement. Katie agreed to the amendment and the motion carried.

Discussion about the survey was pushed back to the January meeting.

The OAFC van, gifted by AAL in 1998, is being considered for relocation to Galesburg, IL. Rev. Ruhlig proposed that Galesburg would take on the title of the van and take care of maintenance for the van. OAFC continue to pay for maintenance and make use of the van for weekends, travel teams, and travel to Summer Training. Mount Calvary would be free to make use of the van as well, outside of the times that it would be needed for OAFC. At this time, Mount Calvary is considering the arrangement. This action would save OAFC money on insurance because the insurance rate is much lower for a congregation to own a van and keep in stored on their property, than for OAFC to own a van(s) and keep them in various places around the state of Illinois and outside the state. Colorado is looking for a similar situation for the OAFC van that is housed out there.  

Ron Jeppesen has been given the title for the van that was gifted to the OAFC group in Colorado. The van will be housed at his residence by Pleasant Dale, NE and be used by the Southeast Nebraska group and the group at Concordia University in Seward, NE.

Ben made the motion that the January meeting be scheduled for January 14-15 in Galesburg, IL. Katie seconded. Motion carried. Other people within OAFC are welcome to attend the meeting, though sensitive material will be discussed solely by the Board of Directors.

Nathan made the motion to adjourn the meeting.  Irene seconded.  Motion was carried. 

Rev. Moyer closed the meeting in prayer.

1. Match Thrivent GP has a delay in sending the match & 1 gift was $2,000 which only matches $225.

2. Chapter Match has a pass through of $7,541.12 from congregations, to chapters, and back to OAFC, thus income counted twice, but expenses under reimbursements balances the net income.

Dan Barz asked for the Board to approve his Housing Allowance at 50% of his salary for 2004.
Pastor Baumgarn made the motion to set Dan Barz’s housing allowance at 50% of his salary for 2004. Matt seconded. Motion carried.

The Board discussed the increase of salary for the Assistant to the Executive Director. The Board looked at his experience and our cash flow. It was decided we are under paying the Assistant, we have the funds to increase his salary. Parker made the motion to increase the Assistant to the Executive Director salary by $3000 for the yearly salary of $34,712. Sarah seconded. Motion was carried unanimously.

Concordia Plans for 2005 show a 9% increase for Dan Barz in 2005.
Business Manager, Erwin A. Ruhlig, recommends:
1. Daniel Barz Housing Allowance be set at 50% of his salary for 2005.
2. Daniel Barz receive a 5% raise in 2005, (= $1,736) for a new total of $36,448 annually.
3. Pastor Moyer receive the same stipend in 2005 as in 2004, thus $4,800.
4. Pastor Ruhlig continues to be covered for health care under Medicare of $6,912 for 2005.
5. By mutual agreement between OAFC and the Erwin A. Ruhlig family that the OAFC office continue for the year of 2005 to be located in the Ruhlig home, & Erwin A. Ruhlig be reappointed as Business Manager and Treasurer. (# 5 can be acted upon in January 2005.
