The Chairman called the meeting to order at 8:10pm CT
Pastor Moyer gave opening Devotion. Our way home has been taken care of through
Jesus Christ. We need not worry about our home in Heaven but we should share
with all people that Jesus is the only way to our Heavenly Home.
Reports
Pam Rudick gave secretary's Report. Rachel made the motion to accept the minutes
as submitted. Matt seconded. Motion was carried.
Pastor Ruhlig gave the Treasurer's Report.

Old Business
Update on sale of the vans. The Kentucky van will be sold to the Kentucky
group. Pastor McIntyre will make an initial payment of $5,000 by October 20,
2002, a second payment of $5,000 on January 20, 2003, and a final payment of
$2,000 in March 2003. The Blue Dodge van is still in the process of being
sold with advertisements in the Springfield area and with the Central IL
District.
Follow-up report on Summer Training 2001 incident - on hold until Jan 2003
New Business
Discussion and approval Salary increase - The Treasurer's recommendation
is that there be a 2% salary increase for the Executive Director and the
Assistant. Pam made the motion to give a salary increase of 2% for the
Executive Director and the Assistant for the year 2003. Matt seconded.
Motion was carried with 1 abstaining.
IRS requirements of % salary allocation as housing - Pastor Moyer would
like to designate 100% of his salary for Housing. Dan Barz would like to
allocate $15,000. Pastor Moyer made the motion to allocate 100% of the
Executive Directors salary as housing and $15,000 of the Assistants salary
as housing in 2003. Rachel seconded. Motion was carried with 1 abstaining.
Feedback on dropping Disciple, Witness, Servant commissioning levels. The
office has received feedback for dropping the levels and for keeping the
levels as established. We welcome any additional comments before the January
2003 meeting when the Board will discuss this issue further.
Approval of maintenance at the Executive Director's parsonage in
Springfield. Mark made the motion to approve the home improvements to the
property at 3032 S. Lincoln Ave. in Springfield. Matt seconded. Motion was
carried. The Executive Director will be responsible to pay for this
improvement.
Report on timetable to reproduce OAFC Songbook and Piano Scorebook. Both
supplies are either low or will be low in the next 12-14 months. We will
discuss this issue further at the January 2003 meeting.
A. The next OAFC Board Meeting will be held at Salem Lutheran Church in
Homewood, IL on
January 11-12, 2003.

Oct. 8-9 - OAFC display at the SID Pastor's Conference. While at the conference
I had the
privilege to meet Pastor Lloyd Helland who was one of the 24 Ambassadors at the
first weekend at Our Savior's Lutheran Church in Brownsdale, Minnesota. He
serves Immanuel Lutheran Church in Okawville, IL.
Oct. 18-20 - OAFC Weekend at Ascension and Timothy Churches in St. Louis
Additional activities included finding additional funding for the
International Travel Team since flights were more expensive than originally
anticipated. Team members, their congregations, and local AAL branches
contributed the additional funds. Kim Bueltmann reports that Pastor Helge
Dittmer at Gross Oesingen and layman Stefan Harms are willing to serve as adult
leaders for a new group and that Anna-Marie and Karoline Muller took the
opportunity to introduce OAFC to other youth at a youth retreat in Gross
Oesingen in August and a Confirmation retreat in Belgium last week. They are
hoping to have the opportunity to come to the National Summer Training in July
of 2003.
Other activities were: catching up on emails after being gone for most of
June and July, following up on the congregational evaluations of the Traveling
Teams, writing articles and captioning photos for the Crier, responding to
inquiries, and negotiating the sale of the Kentuckiana van. Pastor McIntyre will
be making an initial payment of $5000 on October 20th, a second payment of $5000
on January 20th, and a final payment of $2000 in March.
I began a regular schedule at Our Savior's Lutheran in Hillsboro, Illinois on
August 4th. They have agreed to allow me 16 Sundays off during the year to
fulfill OAFC duties (12 Sundays) and for personal time (4 Sundays) My schedule
is to stay at the parsonage in Hillsboro from Saturday evening through Tuesday
evening to preach, teach, and make visits. I have office hours there on Monday
and Tuesday mornings. Some highlights so far are the production of an outreach
CD; having a prize winning float and distributing the CDs in the Old Settler's
Day Parade; recording "A Word of God to You" for WSMI for the week of
September 22nd and conducting a worship service at two nursing homes each month.

the State Convention of the Illinois Lutherans for Life.
My goal following the October staff meeting is to contact 10 churches each
week, focusing on the planned travel team routes for 2003, to encourage them to
consider hosting and to invite their support for the ministry of OAFC.
I would request that 100% of my compensation from OAFC for 2003 be declared
as housing.

October 2002 Board of Directors Report
Note: this is a lengthy report, going beyond what we can discuss at our
October meeting. Much of it is for your information or can be discussed at
length in January. Your comments are welcome.
SUMMER TRAINING 2002 - God again blessed our Summer Training held this year in St.
Francis, Minnesota. We had 210 youth and adults from 19 states. This year we
tried to have a pre-registration for the workshops. For the greatest part this
worked very well but should be better in the future when all plan to do this
when they send in registration forms.
Many sessions for the adult leaders seemed a good idea, which needs more
work.
Next year we will be certain to send confirmation to all registrants. This
will be done by e-mail when possible and include housing and dress code
reminders.
Leaders need to make sure that they reproduce the medical form on the back
of the registration form before distributing them to the youth.
2003 - Plans for 2003 at Trinity, St. Joseph, Michigan are well under
way. I have met with Host Pastor Bob Barber a twice and have contacted 25
possible host congregations twice. We are working toward a goal of 15 host
congregations for up to 300 participants. Phone calls are now being made to each
of the churches to see what needs to be done to gain their support. So far I
have also met with the circuit pastor's of both SW Michigan and NW Indiana. An
initial meeting is planned for October 27. At that time we hope to have most of
the coordinators in place.

Dr Paul Maier has consented to be our Keynote Speaker.
Michigan District President William Hoesman has consented to preach for
the Opening service.
Rachel suggested as a possible theme verse, "I, the LORD, have called
you to do what is right; I will take hold of your hand. I will protect you
and as my promise to the people as my light to the nations," Isaiah
42:6 GWN

The 2003 brochure has been prepared if we use these themes.
A ST Power Point presentation has been prepared for use with churches or
groups.
Pastor Barber suggested a servant event activity to reach out to Benton
Harbor - This could be done Tuesday, July 8 in the morning and noon before
training.
SUMMER TRAVEL TEAMS
2002
We were blessed with 4 teams this past summer
and have received very positive responses. In our area we had 7 youth
and a pastor come to our August weekend as a result of one evening stop.
This year we were troubled by many stops falling through at the end. I
take responsibility for that and will work to get greater communication
with both the team leaders and the host churches.
2003
We have openings in the East coast. I would
also like to see one or more teams visit churches in Michigan and
possibly head into Canada for a few days. Perhaps in 2003 many groups
will be able to make stops on their way home - at least for a night or
two if not completing their trips with a weekend on July 18-20. I hope
that groups could use some Michigan or North Indiana churches for a stop
on Monday July 7.
College Spring Break Teams
Openings in San Antonio, TX and Wichita, KS
provides weekends for a team from Concordia, Seward March 7-16, 2003. A
request for OAFC from Georgia provides a destination for a team from
Concordia, Mequon March 14-23. They could start in Michigan.

The next Crier is prepared and is waiting funding before it is printed and sent.
Meanwhile I have prepared a web version, which is now available on our web site
(click on "Crier". Other pictures are linked from that new page.
Weekend Reports
All weekend reports are now sent to me by Pastor Ruhlig after he deposits
offerings and takes the prayer supporters list. The spread sheet on the weekend
statistics is now maintained by me. While we are missing reports from several
groups we can thank God for the many weekends and fine offerings received this
year.

Other Notes:
Due to a vacancy at our church, I am currently teaching our Public School
Confirmation class on Wednesday evenings.
I have revised the "Reformation Greetings" Card I designed a year
ago. It can be distributed with Good News Cards at the annual "Exchange of
Reformation Day Greetings and Treats". Copies may be made from our
documents page on the web.
Since each worker can request any amount or percentage of his salary for
housing allowance, I request that $15,000 be designated for me. That works best
for me.
