Irene Gruber, Matt Drefs, Parker Hicks, Katie Jeppesen, Sarah Elliott
Members Excused: Rev. David Baumgarn
Meeting was called to order by Acting Chairman, Rev.
Dan Smith at 5:30pm EST.
Secretary Minutes from April
was reviewed. Micah made the motion to accept the minutes as submitted. Katie
seconded. Motion was carried.
Nominations for chairman were open. Katie made the
motion to nominate Pastor Smith. Pastor Moyer seconded. Motion was carried.
Pastor Smith made the motion to nominated Pastor Baumgarn. Parker seconded.
Motion was carried. Micah made the motion to close nominations for chairman.
Matt Seconded. Motion was carried.
Nominations for Secretary were open. Micah made the
motion to nominated Pam. Pastor Moyer seconded. Motion was carried. Irene made
the motion to nominate Micah as secretary. Katie seconded. Motion was carried.
Micah made the motion to close nominations. Matt seconded. Motion was carried.

Executive Director’s Report
- Pastor Moyer shared his report with the Board. A copy is attached to the
minutes. Pastor Moyer has purchased the 2000 Mercury Sable from OAFC. The
history and sale information is included as an attachment.
Pastor Moyer shared his concerns with regards to follow through of actions
and/or decisions the Board makes. He suggests a timetable should be set up at
the meeting that a concern is discussed. It was decided that any action should
be followed through within a week of the concern or issue discussed at a
meeting. Then at the next meeting any correspondence/actions should be reported
to the rest of the Board. Leadership concerns and future funding were discussed
Pastor Moyer shared with the Board his thoughts on his position being a
volunteer position with OAFC as we are having trouble financially supporting
this position. All Board members agreed we would like to see Pastor Moyer stay
on the payroll as a part time position but we also understand he needs to do
what is best for he and his family. We will support any decision he makes. After
more discussion by the Board, Pastor Moyer has agreed to continue with the
current arrangements. God has put Pastor Moyer here to get the organization
through this and we need to support him.
National Youth Gathering 2004 – Dan Barz will
attend as a representative of OAFC. No Travel Team will attend, as it is not
economically feasible at this time. Any Ambassadors that attend are encouraged
to help at the OAFC booth, as they are able.
Summer Training Theme 2004 – Ed Allen has
suggested the theme for Summer Training 2004 be, “Mile High…Whatever” with the
verse from Philippians 4. Parker made the motion to accept the theme for Summer

seconded. Motion was carried.
NEXT BOARD MEETING WILL BE VIA TELECONFERENCE ON
SUNDAY, OCTOBER 18 AT 8PM CST.
Pam made the motion to adjourn the meeting. Matt
seconded. Motion was carried. Pastor Moyer closed the meeting with prayer at
6:25pm EST.

Executive Director’s Report - Summer Training, 2003
Opening Thoughts
This past year has been especially challenging with controversies and
concerns, insurance problems and financial difficulties. How easy it is for
small matters to become difficult and how important it is to have good
communication, genuine love, a desire to understand, a good measure of patience,
a readiness to forgive, a willingness to put the best construction on the
actions of our fellow ambassador youth and leaders, and the courage to confront
and speak the truth in love where necessary. I know that in spite of my best
efforts I fail often. I ask your forgiveness. I am thankful that God has helped
us grow through these struggles and I am confident that He will continue to use
and bless the ministry of OAFC to His glory as we share the certainty of eternal
life through Jesus Christ.
Activities
Helping to arrange and conduct local weekends; Contacting and setting up stops
for the 3 National Summer Travel Teams; Responding to interest and inquiries by
mail and email. Helping to arrange the details of Summer Training; Coordinating
transportation for the local group and for those returning home after travel
teams; reviewing personal witnesses; helping with the work day at the National
Office; reviewing the Director’s Manual; writing a puppet skit to fit with the
theme of Summer Training; preparing for New Director Training workshops;
preparing for messages at the hosting congregation, the happening, and on travel
team, ministering to the members of Our Savior’s Lutheran Church and striving to
do my best to be a husband to my wife and a father to my children.

- Report on the sale of the Sable
- Ed Allen would like the board to consider the
theme: “Mile High
- Whatever” for the ST 2004. He will be available
to share his thoughts.
- Funding concerns
- Pastor Baumgarn’s reply to my concerns of April
8th (Pastor Baumgarn will not be able to be with us. Their daughter Rayna
Susan was born on 6/20/2003 so family as well as congregational duties
keep him from being with us.)
- Executive Director position – Due to tight cash
flow it does not appear that the position of Executive Director can be
funded as even a part time position. I propose that I serve as a volunteer
with very limited responsibilities and pick up a secular job to support my
family. I have talked with Pastors Baumgarn and Ruhlig about my plans and
with President Herb Mueller and Circuit Counselor Cliff Adair and boards
of Our Savior’s since this change would affect my availability to serve as
the pastor of Our Savior’s. I have also had an initial interview with
Schwans Sales and they are willing to employ me as a route manager. My
start date would be September 1st.`

OAFC BOARD INFORMATION
Mercury Sable History May 1, 2003
1. Purchased in February 2000 for the price of $5,200
2. Mileage at purchase: 76,714; Current mileage:
122,000, net usage of 45,286 miles
3. Sold to Pastor Thomas Moyer on May 1, 2003 for the
price of $2,000.00 He will make the payments as he submits his mileage each
month at $.30 per mile. Each bill will be credited toward the $2,000 purchase
price.
4. Annual Insurance for the Company Car of OAFC, the
Mercury Sable, was bid at $1,068 annually by Progressive Ins. Pastor Moyer is
able to have the same car insured on his personal plan with his other cars for
about $300.00 annually. Therefore, it was decided to sell the Mercury Sable to
Pastor Moyer and to pay him $.30 per mile for business miles with OAFC.
5. In about 1994 OAFC sold the OAFC Company car, a 1991
Escort, to Pastor Ruhlig for the same reason, the company insurance was about
three times larger than Ruhlig's personal insurance cost.
