The meeting was called to order at 10:00am. The meeting opened with singing
and sharing of highlights of 2002 and/or expectations of 2003. Pastor Baumgarn
shared a devotion from Matthew 2:1-12. We need to be dedicated and faithful to
the Scriptures and listen to what the Lord says to us. He has given us much and
we can hear God in the Scriptures.
REPORTS Secretary's Report - Corrections to the minutes are as follows. The
date for the January Meeting should read 9-10. Rachel made the motion to accept
the Secretary's report as submitted with corrections. Katie seconded. Motion was
carried.

Pam made the motion to accept the Treasurer's 2002 Annual
Report as submitted. Irene seconded. Motion carried. A copy of the report is
included.
Executive Director's Report - Pastor Moyer shared highlights and challenges
for last year and activities he is planning to attend. A copy of his report is
included. Pam made the motion to accept the report as submitted. Matt seconded.
Motion carried.
Assistant's Report - Dan shared that plans are in place for Summer Training
thus far and what still needs to be accomplished before July. A servant event
was suggested for Tuesday morning before Summer Training for those groups who
may come early. There were concerns that this event would not include sharing
the Gospel. It needs to be made clear that the event is not instead of sharing
the Gospel but in addition. There needs to be a way to share the Gospel in
addition to the work being done. Katie made the motion to accept the Assistant's
report as submitted. Rachel seconded. Motion was carried. A copy of the report
is included.
Committee Reports Tax Exempt 501c - Do local groups needs to have a local
treasurer? The leaders currently are putting offering money through their
personal account. Some groups need funds because of travel expenses. How can
those expenses be covered? The committee has no recommendation at this time.
Constitution committee - The Constitution does not officially establish the
Board of Directors for OAFC. Pastor Moyer and Pastor Smith presented a proposed
change to the Constitution to include the Board of Directors. A copy of the
report and changes is included with the minutes. Pastor Moyer made the motion to
accept the change to the Constitution, which includes the establishment of the
Board of Directors. Rachel seconded. Motion was carried. Pastor Moyer will
complete the changes to be reviewed by the Board at the April meeting. There
were also concerns the wording of the membership of OAFC is unclear. The
committee has no recommendation at this time.
OLD BUSINESS
SALE OF THE VANS Tim Onnen's church, Faith Lutheran in Branson
MO., has offered $2500 for the 1994 Dodge Ram 15-passenger van. Mark made the
motion to sell the 1994 Dodge Ram van to Faith Lutheran church in Branson MO for
$2500 upon approval by the Church council at Faith Lutheran. Pastor Smith
seconded. Motion carried.
Pastor McIntyre has previously expressed interest in purchasing the 1998
Dodge Ram 15 passenger van. The offer Pastor McIntyre presented to us was 3
payments to OAFC; Oct. 20 2002 $5000, Jan. 20,2003 $5000, March 2003 $2000.
Since this agreement, Pastor McIntyre has decided not to purchase the van and it
will be returned to OAFC to be resold. It is the decision of the Board to pick
the van up from Pastor McIntyre by the end of February 2003 if it has not been
returned prior to that date.
Summer Training 2001 Incident - The Board was given a follow-up report to
this incident.
A follow-up report was given in regards to the Leadership issues discussed
with the Board at previous meetings.
Crier - It has been suggested we change the format. It is available to view
on the Web page. Last year, there were 2 issues of the Crier. Dan will look into
other options for formatting and postage of the Crier. He will research being
able to print it in at the office verses sending it to a print shop.
New Years Gatherings 2003 Denver, CO gathering - 33 prospects were discovered
from the afternoon canvass. No problems were reported. Comments have been
positive from youth and Adults. Fort Wayne, IN Gathering - Positive comments was
received about this gathering. It was suggested that any group that will host a
New Years Gathering should have their information to the office by Summer
Training. The office can then include information on the Web page and on the
National Schedule.
Commissioning Levels The Board discussed dropping or retaining the
commissioning levels. The Board received 5 letters in response to this topic. It
would seem the majority of the feed back from Ambassadors nationally, either by
letter or through Board Members, is not in favor of the levels and does not use
the levels of Commissioning. Pastor Moyer made the motion to drop the
commissioning levels from the National forms but allow local Directors to use
the levels in their local groups to encourage growth. Pastor Smith seconded.
Motion withdrawn.
Pastor Moyer made the motion:
Whereas the level of
commissioning were established to encourage and challenge Ambassadors to grow in
their faith and witnessing skills; and Whereas the levels of commissioning have
not accomplished their intended purpose in many groups, according to the vast
majority of the feedback received by the board of Directors, but have created
confusion ad invited harmful comparisons; and Whereas the levels of
commissioning are not emphasized or recorded in many groups; Therefore be it
resolved that the levels of commissioning no longer be observed on the National
level and Be it further resolved that our Directors and Adult leaders be
commended as they diligently equip more and more youth with the Word of God that
gives the absolute certainty of eternal life and Be it finally resolved that our
youth continue to be encouraged, challenged and motivated with the message of
the Gospel of what Christ has done for them so that they are eager to tell
others. Pam seconded. Motion was carried.
OAFC Songbook Discussion was held on the reproduction of the Songbook and
available funds to reproduce the books at this time. It was recommended we wait
until after Summer Training 2003 to see the status of our supply and discuss it
at the Fall 2003 meeting.
Another book of Acts - It was recommended to not reprint the Drama book at
this time.
OAFC Scorebook - Our supply will meet our needs until July 2004 so there is
no need to look into printing additional copies
Youth Leadership Manuals - It was discussed to distribute the Youth
Leadership Manual before one is commissioned, as the printed word is a valuable
teaching tool for youth leadership.
Review of Travel Team
One concern shared was the distance between stops of
a travel team. If we are trying to start a new group, we should concentrate on 1
area and each stop should encourage youth to attend the upcoming weekend for the
purpose of training. If stops and/or weekends are too far apart, youth are less
likely to attend a weekend for additional training. Efforts are made to do this
but many times there are not congregations willing to host. Stops are set up
where the invitation is open.
Another concern was the communication between
the Team Leader and the Travel Team stops. Some congregations seemed unclear why
the team is stopping at their church. The initial contact needs to include why
we will be stopping at their congregation and Team Leaders can follow-up when
contacting the Church to be sure it is clear why we are stopping.
Also, a
Team Leader needs to be prepared with as much information as to what is expected
on a Travel Team to promote the organization and cultivate a new group. Each
Team Leader is given a manual before going on a Travel Team. God will do his
work through every situation. We can not limit Him and every effort will be made
to prepare a Team before going out.
NEW BUSINESS Letter of resignation from Billy Witcher was acknowledge and
accepted by the Board. Nominations to fill the vacancy for Male Adult are as
follows; Ed Allen, Ed Steele, Micah Wildauer, Sean Miller, Jack Hoenig, Orval
Peters, and Tom Clark. Trey made the motion to close nominations. Katie
seconded. Motion carried. Micah Wildauer was appointed to fill the Adult Male
Board position to end in July 2004. Micah Wildauer was contacted by phone during
the meeting and he has accepted the appointment.

SUMMER TRAINING
Theme - Isaiah 42:6 "Held in His hand…as a light to the Nations"
II Corinthians 4:8-9 "Beaten but not broken"
Mark 4:41 "Who is this? Even the wind and the waves obey Him"
Irene made the motion to have the Theme for Summer Training 2003 "Held in
His hand…as a light to the Nations". Matt seconded. Motion was carried.
The Bible text for the theme is Isaiah 42:6. Schedule - Dan suggests we schedule 1 hour of quiet
time/Time with God for all participants at the same time. Office would be closed
and no phone calls made during this time so as to keep our focus on God and to
be the example for other youth since many adults use this time to do business.
He also recommends the workshop times be broken up so we do not have 3 sessions
back to back. Recreation night will be at the Beach. A guideline
sheet will be given to all participants so all are clear on the beach rules and
where they can go. Orientation for Tuesday needs to be assigned prior
to Summer Training. Family Night should include not only youth but also
any congregation member or family who would like to attend. There was discussion
on whether we should continue to have Family Night since we are already asking
so much of the Congregations. Pastor Moyer made the motion to continue to offer
Family Night and to offer other options if a Congregation is unable to do this.

Dr. Paul Maier will be given the Theme for Summer Training to allow him to
decide what he will speak on. Workshops - Relationships, People of the
Book-Ministry to the Muslims, Lutherans for life. Being a Pastor, Song Writing,
Jim Found, Using Computers/Internet for outreach. Guitar workshops (1 each
session), Healthy Living, It was suggested that experienced guitar workshops be
held along with new OAFC workshops. This will provide time for the lead and
intermediate guitars player to get together while not missing workshops they
want to attend. Later in the week, we can have a beginner guitar workshop. Discipline - It was discussed that Public Display
of Affection needs to be discouraged by every adult at the local weekends as
well as regional and National events. If we are showing our affections to each
other, we are not focused on God and spreading the Gospel, which is where our
focus needs to be at OAFC events. These displays can also make other feel
uncomfortable. This needs to be shared at the Adult orientation so all adults
can help to "police" this behavior.
The Board also addressed the issue of Dress Code. We need to include in the
Dress Code no bare mid-riffs, resulting from low riding pants or short shirts.
Local Directors need to address this before the group leaves for Summer Training
and include what is appropriate and what is not appropriate to wear while at
Summer Training. It was suggested the office bring along any extra OAFC t-shirts
for violators of the Dress Code to wear for the day. It was also suggested that
Adult men help to "police" the male participants and the Adult Women
"police" the female participants to avoid possible uncomfortable
situations.

Leaders - Pastor Moyer, Micah Wildauer have agreed to lead. Other men who have
been contacted are Kevin Wudtke and Ben Venteicher.
Destinations - Michigan, Indiana, Pennsylvania, Maryland, New York
Material Review - Chris Steele suggested we
create a postcard promoting OAFC to be used at Summer Training to send to family
and friends and to use locally to invite/inform others about OAFC. It was
suggested to have Chris Steele give us sample cards to present to the Board of
Directors at the next meeting. Dan Barz said he would contact her to see her
interest in creating this.
Leadership Manuals - Pastor Moyer and Dan Barz are in the process of updated
the Director's manual. They will have copies for the Board to view before the
April meeting.
Assurance of Heaven Tract
Ed Allen and Pastor David Baumgarn have presented some possible upgrades for the
tract.
It was discussed that we don't want our tract to be more
"eye-catching" than a church's tract. We also do not want it to be
costly to reproduce. Many like the pink color because you can see the tract from
the street. The message in the tract should not change but the graphics are out
of date. Ed Allen has submitted a request to Thrivent for a Grant to cover the
cost of reproducing the tract. The Board agrees that we would like to keep the
pink color and the text.
Rachel made the motion to take the 2-color pamphlet, update the font and
graphics of the entire tract and print it on pink paper. Pam seconded. Motion
carried.
Ed will be contacted by Pastor Moyer to find his willingness in this task.
Corrections that need to be made are as follows:
Change the graphic and update the font on the front.
Inside, left side, capitalize the word Repent
Back, middle section, change "To keep your assurance daily" to
"To feed your Faith"
Back, middle section, change the typing of "OnGoing" to
"Ongoing"
Back, middle section, make the name and contact information for OAFC
smaller to allow a space for the Church information.
Web Page - Ed Allen and Dan Barz continue to
maintain the Website. The Crier is posted on-line. Ambassadors can send in
pictures to be posted on the Web Page. We have been invited to view Pastor
Schlote's daily Bible Study page.
Bulletin Insert - This currently gives
statistics for the previous year and the statistics over the 32 years the
organization has been in existence. It includes ways individuals can support
OAFC and it has Ambassador Youth and Adults sharing a brief highlight for them
in OAFC. These are updated each year and available at Summer Training for local
groups to obtain and use at local weekends.
T-shirts - Shirts for Travel Teams 2003 were
discussed. Color suggestions are bright blue, neon pink, teal green.
Funding - Thrivent Simply Giving program has
been looked into by Pastor Moyer. Thrivent would set up an automatic giving
program for OAFC. Individuals can have Thrivent electronically withdraw money
from and individual account that goes directly to OAFC. Pastor Moyer made the
motion we set up an account with Thrivent to receive gifts via electronic funds
transfer and to be reviewed at the April meeting. Irene seconded. 1 abstained.
Motion carried.
Budget
· Irene made the motion that OAFC continue to pay Concordia Health plans for
Pastor Ruhlig. Katie seconded. Motion carried.
· The board discussed continuing to pay the Utilities for the Office in the
basement of the Ruhlig house in Athens. Trey made the motion that OAFC pay $900
for Utilities. Rachel Seconded. Motion carried.
· The Board discussed changing the telephone amount to $3000 to cover a second
phone in the Assistant's home office.
Matt made the motion to approve the 2003 Budget for OAFC as amended. Rachel
seconded. Motion carried. The approved total for the 2003 Budget is $123,499.00
Ruhlig House - Katie made the motion that we
allow the Ruhlig's to pay $5000 in 2003, rather than the balance and the balance
to be paid in 2004. Rachel seconded. Motion carried.
The next Board Meeting will be held on Sunday, April 6, 2003 8pm via
teleconference.
Pam made the motion to adjourn the meeting. Rachel seconded. Motion carried.
Meeting was adjourned at 2pm, closed with prayer and the singing of the
Doxology.

The Good News
Youth are continuing to be trained to share their certainty of eternal
life with confidence.
Some areas have filled their entire schedule through 2003
Summer Trainings are scheduled through 2004 with interest already shown
for 2005
The St. Louis seminary is preparing to host a 2003-2004 New Years
Gathering.
Two Springbreak teams are being planned. The Seward team will serve
Concordia in San Antonio, Texas. The Mequon team will serve Arms of Grace in
Winder, Georgia (Atlanta)
Two directors have already indicated their willingness to serve as Travel
Team leaders.
Forty-six weekends are listed on the OAFC website for 2003.
Plans are coming together well for Summer Training at Trinity in St.
Joseph, Michigan.
An OAFC International Travel Team was well received in Germany.
The OAFC staff was invited to make a presentation about OAFC to 400 youth
at the Indiana District Youth Gathering. - November 2002
Pastor Moyer has been invited to bring a team of Ambassadors to the East
Regional Youth Gathering. The OAFC team will introduce the ministry of OAFC
to 250 Tennessee youth by leading two workshops, and adult leader training,
and the worship service.
Our financial needs are being met.
The Challenges
Creating an awareness and appreciation of the OAFC ministry among the
Synod, Districts, and local congregations.
Finding ongoing funding to support two paid staff and expand the ministry
of OAFC.
Determining the most efficient use of the resources that God has given.
Recruiting leaders
Overcoming barriers to OAFC style evangelism.
Reaching the goal of serving each LCMS congregation and equipping 12,000
new ambassadors each year by the year 2020.
Working together in harmony.
Completing the sale of the vans.

Note: My October report was far beyond what could be discussed at that time.
Much of it was for your information or can now be discussed at length in
January. Please look at your October report, but some are repeated here.
SUMMER TRAINING
2002
God again blessed our Summer Training held this year in
St. Francis, Minnesota. We had 210 youth and adults from 19 states. In
2002 we tried to have a pre-registration for the workshops. For the
greatest part this worked very well but should be better in the future
when all plan to do this as they send in registration forms.
We will want to discuss workshop leaders and topics. This needs to
be completed as soon as possible so that we can send out
Registration information.
Many sessions for the adult leaders seemed a good idea, but needs
more work. Many would also like to be part of other sessions.
Next year we will be certain to send confirmation to all
registrants. This will be done by e-mail when possible and include
housing and dress code reminders.
Leaders need to make sure that they reproduce the medical form on
the back of the registration form before distributing them to the
youth. Actually each Ambassador should receive three items.

2003
Plans for 2003 at Trinity, St. Joseph, Michigan are well
under way. 25 possible host congregations have been contacted twice.
We are working toward a goal of 15 host congregations for up to 300
participants. So far we have the following commitments:

Michigan District President William Hoesman has agreed to preach for the
Opening service.
Rachel suggested as a possible theme verse, "I, the LORD, have called
you to do what is right; I will take hold of your hand. I will protect you and
as my promise to the people as my light to the nations," Isaiah 42:6 GWN
Possible theme "Held in His Hand . . . as a Light to the Nations"

The 2003 brochure has been prepared if we use these themes.
A ST Power Point presentation has been prepared for use with churches or
groups.
Pastor Barber suggested a servant event activity to reach out to Benton
Harbor - This could be done Tuesday, July 8 in the morning and noon before
training.
TRAVEL TEAMS
2003 - We have openings in the East coast. I would also like to see one or more
teams visit churches in Michigan and possibly head into Canada (Eastern Ontario)
for a few days. Perhaps in 2003 many groups will be able to make stops on their
way home - at least for a night or two if not completing their trips with a
weekend on July 18-20. I hope that groups could use some Michigan or North
Indiana churches for a stop on Monday July 7.
College Spring Break Teams - Openings in San Antonio, TX and Wichita, KS
provides weekends for a team from Concordia, Seward March 7-16, 2003. We hope
that Ben Venteicher will lead this team. A request for OAFC from Winder, Georgia
provides a destination for a team from Concordia, Mequon March 14-23. They will
start by joining the Charlotte, Michigan weekend. I will lead this team. Both
teams will be making stops at Lutheran high schools and some grade schools along
with evening stops at churches.
THE OAFC CRIER
Just two editions of the Crier were printed in 2002. While at the office we
looked through older editions and noted that at one time the Crier was printed
on 11 X 17 stock. I have also prepared a web version, which we would like to see
updated each month.
Weekend Reports
All weekend reports are now sent to me by Pastor Ruhlig after he deposits
offerings and takes the prayer supporters list. The spread sheet on the weekend
statistics is now maintained by me. While we are missing reports from several
groups we can thank God for the many weekends reported (84 as this is written)
and fine offerings received this past year. Statistics are posted on our web
site.
Significant events in 2002
Chapels at Mequon, Seward, and Luther East - Lincoln, IL
Weekends at Holland, MI - Jan.; Mequon, WI - Feb.; Danville, IL - March;
Hudsonville, MI - March; Caledonia, MI - April, North Judson, IN - Aug.; Paw
Paw, MI - Sept.; Coloma, MI - October. Weekends in February, May and November
were postponed. A local Servant Event was held in June.
Meetings with Circuit Pastors of SW Michigan and NW Indiana; Seward
Ambassadors, Youth Leaders and Pastors of San Antonio.
Worked with Ed Allen on Web page. Many added features including Crier Page,
Statistics page, Alumni survey on Alumni Page, and a weekly Prayer and Praise
Page.
Assisted with Presentations at Indiana Youth Gathering in November.
Gave OAFC Presence at LEA Convocation in Minnesota.
Continuing to enjoy contacts with people from all over the country and
especially in Michigan and Indiana.
Have received 10 Alumni reports from web page and fall Crier.

Constitution
Revisions Currently, the Constitution reads as follows;
ARTICLE VI - MEETINGS OF ONGOING AMBASSADORS FOR CHRIST
SECTION 1. There shall be an annual meeting of the Ongoing Ambassadors
for Christ, Inc., and it shall be on a date set by the Board of Directors, held
in conjunction with Summer Training SECTION 2. The Board of Directors shall hold regular meetings and they
shall be held no less than quarterly. The agenda, prepared by the Executive
Director, shall be sent to the Board members at least two weeks prior to the
regular Board Meetings. SECTION 3. Special Meetings of the Board of Directors may be called at
the discretion of the Chairman of the Board of Directors or the Executive
Director.
ARTICLE VII - OFFICERS
The officers of the corporation shall be the Chairman of the Board, a
Secretary, a Treasurer, and other such officers as may be decided upon by the
Board of Directors.
Changes to the Constitution are italicized as follows
ARTICLE VI - BOARD OF DIRECTORS
SECTION 1. In order to carry out the business of the Ongoing
Ambassador for Christ, a Board of Directors shall be established as the
governing body. They shall make all decisions regarding the procedures and
policies of Ongoing Ambassadors For Christ in accordance with this Constitution
and By-Laws SECTION 2. The Board of Directors shall hold regular meetings and they
shall be held no less than quarterly. The agenda, prepared by the Executive
Director, shall be sent to the Board members at least two weeks prior to the
